NEW EMERGENCIES: SECURING WATER AND ENERGY SUPPLIES IN AN EVER-CHANGING ENVIRONMENTAL AND GEOPOLITICAL CONTEXT

The opening initiative of the events promoted by BFWE will focus on what currently appears to be the most challenging issue that engages the entire international community: how to ensure the continuity and security of water and energy supplies.
The topic will be tackled by initiating a discussion in which the protagonists of the public and private national and international organisations that, in various capacities, play a leading role in their sphere of operation will be able to explain how this challenge can be faced and overcome from the perspective of the ecological transition and the fundamental drivers that characterise it and on which BFWE is particularly focused: innovation and research, digitalisation and sustainability.

NATIONAL ENERGY POLICY AND STRATEGY; ITALY'S ROLE ON THE INTERNATIONAL SCENE

The panorama that is emerging today is extremely complex from an economic, environmental and geopolitical point of view. We are facing epochal changes, and on the energy front Italy must be ready to manage policies that on the one hand can guarantee the security of energy supplies and on the other prioritise ecological transition targets to achieve a zero-emission system by 2050. Hydrogen can contribute significantly to economic development and the achievement of decarbonisation targets, and can play a key role in the geopolitics of energy resources. Institutions are very busy developing policies to meet the ambitious targets and to ensure that the FitFor55 and RepowerEU objectives are met. Hydrogen will play a leading role with targets for green hydrogen production doubled from the European hydrogen strategy published in 2020, both domestic and imported. This guideline can represent an opportunity for the country and the Italian industrial sector, whose investments should be enabled through the development of dedicated instruments, which should be supported through the financing of large-scale projects and the development of a clear regulatory framework.

Underlying this is important innovative development work on technologies, components and systems, carried out by Italian companies in various segments of the supply chain, from hydrogen production to its use in industry.

POTENTIAL OF DOMESTIC INDUSTRY IN THE PERSPECTIVE OF ECOLOGICAL TRANSITION

The challenges related to the energy transition to achieve the European climate neutrality targets by 2050, which give hydrogen a leading role in the decarbonisation of industry, require complex choices and decisions that nevertheless represent important opportunities for technological advancement and competitive development of the national industrial system.
The development and growth of a nationwide hydrogen economy would make it possible to maintain and strengthen the country's current position as Europe's second-largest manufacturing industry by added value.
It is therefore relevant to increase efforts in innovation, demonstration and technology transfer, while at the same time fostering the creation of an integrated and structured national network operating in the industrial sector, in order to increase Italy's competitiveness in the European and international markets.
The general aim of this conference is to provide an overview of the state of development, diffusion and potential application of hydrogen technologies in the national industrial panorama and to facilitate the sharing of information to foster the development and coordination of initiatives related to the new energy vector.

INNOVATION AND RESEARCH FOR CARBON-FREE SMART CITIES

On the second day of the "strategic sessions" of BolognaFiere Water&Energy - BFWE - the path along the road to ecological transition continues to dwell on another diriment theme: the present and future of our cities, naturally carbon free.
Again through the lens of innovation and research, digitalisation and sustainability, institutions and companies together with exponents from the world of research will meet to examine, each for their own areas of competence, operational programmes to achieve the underlying objective: to make the cities in which we will live environmentally sustainable. An imperative objective that will also profoundly affect the business logic of private organisations.

FROM FILLING STATIONS TO VEHICLES; HOW THE HYDROGEN MOBILITY CHAIN IS STRUCTURED IN ITALY

Extensive research resources have been devoted to the mobility sector for which interesting market opportunities can be identified. Hydrogen used in fuel cells is an interesting solution especially for so-called 'Heavy Duty Vehicles'. However, for fuel cell vehicles to be widely deployed, the cost of propulsion system components, fuel cells and storage and refuelling systems must be significantly reduced, and the reliability, availability and durability of the newly developed technologies must be further demonstrated. In Italy, it is already possible to purchase a hydrogen vehicle; there are seven refuelling stations operating to date.
The use of hydrogen trains to replace diesel trains for non-electrified sections of railways is a relevant issue in several European countries, if we consider that non-electrified sections in many cases account for 30% of the total and the costs of electrifying some lines are very high, particularly in Italy due to the morphology of the territory. In Italy, hydrogen-powered railway lines are being planned in Lombardy and Umbria.
The use of hydrogen is also envisaged in the marine sector and in port terminals.
The picture that emerges is one of a differentiated situation not only in the application areas but also in the supply chain elements; some solutions have already been outlined, others have yet to be identified, some solutions are on the market but their operability is made difficult by structural deficiencies.
Starting from these considerations, the session proposes to highlight which technological elements are already available and which must be implemented to achieve a non-marginal presence of hydrogen mobility in Italy; the regulatory situation will also be analysed, with particular attention to safety issues.

HYDROGEN PROTAGONIST IN THE TRANSFORMATION OF TERRITORIES

In the first phase of the sector's development, we will see the emergence of numerous Hydrogen Valleys, ecosystems where the entire supply chain from production to end use will be tested in small scale, with important spin-offs of experience on system design and legislation on the integration of hydrogen systems with the current system. At this stage, territories are key, they are called upon to be protagonists in these projects and to make companies, research and institutions work together.

THE EURO-MED ENERGY CONTEXT
New interconnections for natural gas and hydrogen

The Mediterranean Basin presents great energy opportunities that can help build a strategic response to the recent trends of international relations. The Mediterranean has unexpressed potential both with reference to traditional energies, starting with natural gas, LNG and bio LNG, to more innovative sources and technologies such as solutions for the production / use of hydrogen.

In a context where there are many challenges to deal with, LNG, Bio LNG and hydrogen have therefore a huge potential: the contribution to the diversification and security of energy supply together with their environmental benefits, make these energy vectors two of the main players of the ecological transition underway in the Euro Med area. However, the achievement of a large-scale diffusion will depend on how the potential expressed by the supply chains will be developed, starting from production, passing through transport and storage, up to final uses. In this context, energy cooperation will remain a priority, starting from the ever-increasing development of the energy interconnections between the European and North African shores, as well as policies and regulation that must accompany the inclusion in energy mixes of countries of the Mediterranean Basin of these energy carriers and of increasingly sustainable production / consumption models.

Starting from this context WEC Italy – Italian National Committee of the World Energy Council and OME - Observatoire Méditerranéen de l'Energie organize a debate on the role of LNG and hydrogen in the context of Euro MED energy Transition, to deepen with representatives of the WEC National Committees of the Mediterranean, OME Members, and national and international stakeholders, the potential and the contribution that these two energy vectors, in a context of a greater Mediterranean energy cooperation, can give to the increasingly challenging Energy Trilemma: balancing the safety, competitiveness and sustainability of the Basin's energy needs.

WHICH INDUSTRIAL POLICIES TO DEVELOP A NATIONAL HYDROGEN SUPPLY CHAIN. NEW BUSINESS MODELS AND OPPORTUNITIES FOR INNOVATIVE SMALL AND MEDIUM-SIZED ENTERPRISES

While actions on several fronts are needed to rapidly build a hydrogen market, it is also necessary to enhance the Italian entrepreneurial landscape so that it can strategically position itself in all sectors of the supply chain.
The presence of numerous highly specialised SMEs - and even innovative start-ups - alongside multinational companies makes it possible to embark on a path of development of Italian technologies and know-how to be exported to the world, as has already happened in various stages of energy transition in the recent and distant past.
By mapping the skills of its members, a study by Assorisorse showed that Italian companies have skills and technologies of interest for the entire value chain of the hydrogen chain: Production Systems, Logistics and Transport, End Users.
But what are the new business models? What collaboration systems will have to be developed to strengthen the industrial network and ensure that hydrogen becomes part of our economy?
The meeting will be an opportunity to examine three different H2 Economy contexts:

  • H2 Valley and decarbonisation of the hard-to-abate industry;
  • Port infrastructure (Port Hub) for H2 production, transport and distribution;
  • H2 production integrated with biomethane and waste management.

In order to develop a successful industrial supply chain, it will be necessary, in each of the different contexts, to have the support of an adequate regulatory framework and a system of responsibilities to overcome possible obstacles.
